Withonly a few exceptions — Fox News, the editorial pages (not the front pages) ofthe Wall Street Journal, and a handful of websites — the better part of theAmerican media has spent the last two years fulminating about Trump-Russiacollusion we now know never existed.

Actually,we always knew that, but finally, it's official. It was always a bunch of —excuse the expression — trumped up baloney that made no sense except to thosewho wished so deeply to believe it was true.

Whichmakes the people who were doing that fulminating — media, politicians and(usually retired) intelligence figures, who were, as is becoming increasinglyclear, betraying the American Constitutional system with impunity — sick andevil.

That maysound extreme, but it's the all-too-obvious truth. What they did isunforgivable, particularly since few, if any of them, will have the honesty orbasic morals to apologize.  Some,however, may go to jail.

Theprovenance of what happened also couldn't be more obvious. People whoconsidered themselves elite guardians of our country were so appalled by thepossible election, and then the actual election, of the "barbarian"Donald Trump, they thought nothing of breaking the law and then exploiting itto bring Trump down. In so doing, consciously or unconsciously, they expressedtheir utter contempt for roughly half of their fellow citizens, not to mentiontheir disdain for the electoral process and the law many of them swore touphold.

It was aconspiracy and, worse yet, a conspiracy ignited and carried out from within theFBI and the Department of Justice. Nothing could be more dangerous to ademocratic society than that. How high this conspiracy went is still somewhatunclear. I say "somewhat" because the likelihood of it having reachedinto the White House of the previous administration is great. It's hard toimagine how it could have happened otherwise.

Theseconspirators all worked in tandem, through leaks or directly, with theaforementioned media that has disgraced itself beyond words. The reputation ofthis media, never terrific, is in tatters and being washed, deservedly, downthe drain. Anyone who believes a word they say from here on in should havehis/her or zhe's head examined.

Whichbrings us to the new man of the hour. Good-bye, Robert Mueller. Hello, MichaelHorowitz.

Morethan ever, it is up to the inspector general to put Humpty Dumpty togetheragain. He tiptoed up to the door in his investigation of the Hillary Clintonemail scandal and then fled timorously away. This time it will not be so easyto participate in the coverup. We all know too much and the documents —especially the ones concerning the FISA courts and the Steele dossier — aresitting there waiting for the world to read them. Horowitz must know that noinvestigation will be complete without exposing all of this. Otherwise, he willbe trashed by history.

Andspeaking of history, let's a have a brief review of what we've really learnedso far from the multi-million dollar Mueller investigation: who actually gotindicted. The worst miscreant is clearly Paul Manafort, who, before he workedfor Trump, did some dirty dealing with nasty characters in the Ukraine and elsewhere.Nothing good can be said about Manafort except he has a distinct similarity toClinton friend Tony Podesta (with whom he worked, but who has not yet beenindicted) and a whole host of other Beltway creeps that infest our nation'scapital, sucking off the body politic, foreign and domestic.

And thenthere's Michael Flynn. He may or may not (it's unclear) have been scared intolying about something minor, but his real crime, the reason they were reallyout to get him, was his strong opposition to the Iran deal. In any case, someinvestigators didn't even think he did or said anything wrong. Mueller tried tomuscle him. And so far Flynn hasn't even been sentenced to anything. It keepsgetting postponed for some reason. Will he be? Who knows? But Trump willdoubtless pardon him anyway and should.

Thenthere's the nefarious Papadopoulos character who also got caught making a"false statement" and did minimal time.

Nextthere's Roger Stone who, it turns out, is something of a braggart and a liar.(We needed a million-dollar investigation for that?) Of course, the idea thatStone would do anything in any way meaningful is ludicrous.

And thenthere's Jerome Corsi. He was supposed to be indicted unless he turned evidenceagainst someone. But he refused and wasn't indicted. Conclusion: Corsi was perfectlyinnocent. They were just trying to muscle him. Pretty creepy, wouldn't you say?

Andfinally, there's Michael Cohen, the fixer. He's a pathetic character, but noneof his multiple lies or glancing truths (there must be some) come within milesof Russia collusion. In fact, he's the guy who didn't go to Prague.

And, Ialmost forgot, the indictment of twenty Russian hackers in St. Petersburg whowill never be arrested. We're supposed to be shocked that Russkies are spewingdisinformation at us when they've been doing it since the tzars. Of course,we're probably doing similar things to them too, but don't tell anybody. (Atleast I hope we are. We're paying the CIA for something.)

So thereyou have it, folks. Two years worth of investigation and millions of taxpayerdollars for that, not to mention hamstringing the president of the UnitedStates in his activities almost everywhere he went during the same period.

Proud ofyourselves, David Corn, CNN, John Brennan, MSNBC, Adam Schiff, Washington Post,Don Lemon, Eric Swalwell, New York Times, ABC, CBS, NBC, etc., etc., adnauseam? Think you saved the republic? Actually, you owe Donald Trump billions.You made out like bandits lying through your teeth about him for two years.

SPECIALTO ADAM SCHIFF: You represent Los Angeles, where people are defecating in thestreets and living in tents. Why don't you try to do something about thatinstead of lying every day about Donald Trump?

世界华文传媒新媒体平台运行情况分析:

2020年第一季度,新冠肺炎疫情全球蔓延,世界华文媒体在新媒体平台的内容生产能力和互动能力受全球性热点事件的影响,出现较大的波动。

从社交媒体平台的生产力数据指标看,去年同期出现的节日性低点在今年第一季度并未出现,各家华媒社交平台内容发布数量在第一季度大幅上升。据不完全统计,在全球疫情较为严重的3月,华媒海外社交平台发布的疫情报道占内容总数的35%Facebook平台内容发布数量与去年同期比较上升41个百分点,与2019年第四季度比较上升25个百分点。Twitter平台的内容发布数量也打破此前下降趋势,与2019年第四季度比较上升8个百分点,创下近三个季度以来的新高;微信、微博平台与上一季度相比分别上涨1个百分点和8个百分点。



1:世界华文媒体海外社交媒体平台内容发布情况

从社交媒体平台的互动力数据指标看,今年第一季度社交平台互动力水平增长趋势明显,海外社交平台条均互动总量较去年第四季度上升46个百分点,国内社交平台条均互动总量较去年第四季度上升69个百分点。



2:世界华文媒体微信平台条均阅读数情况

通过数据分析显示,今年第一季度华文媒体网站平台的生产能力和互动能力均没有显著提升。网站内容生产能力较去年第四季度下降13个百分点。网站互动力情况持续下降,单用户访问页面数、日均浏览时间、跳出率及网站外链数等指标都处于监测以来最低区间。值得关注的是,能够体现用户在网站留存时间的重要指标——日均浏览时间的平均值下降趋势明显,数据连续下滑9个月,虽然在今年3月出现反弹迹象,平均值水平达到了88.5s,但本季度的整体情况与上季度相比,还是下降了4个百分点。



3:世界华文媒体网站日均浏览时间变化情况

为了便于测评项目样本掌握自身的新媒体传播数据和传播趋势,中国新闻网技术团队设计开发了世界华文传媒新媒体数据库系统(http://hmdb.chinanews.com/)。通过该系统,样本用户可查询到本媒体榜单具体排名情况,包括新媒体总榜、社交媒体榜以及网站榜的排名及分值;样本用户还可查询本媒体月度传播力具体数据情况,包括月度网站搜索引擎收录增量、用户访问页面数、日均浏览时间、跳出率,FacebookTwitter、微博、微信等官方账号的发稿总数、点赞数、转发数等。样本用户可以根据数据及传播趋势,适当调整自身新媒体布局,提升新媒体传播力。

地市级传媒资源整合需把握五大关键点

  地市级传媒资源的整合最早出现在本世纪初。2004年,牡丹江整合当地的传媒资源成立牡丹江新闻传媒集团,成为全国第一家地市级全媒体新闻传媒集团。2005年,佛山市整合当地的传媒资源组建佛山传媒集团。2006年,成都市与红河州也分别整合当地的传媒资源成立成都传媒集团与红河传媒集团,但由于各种原因,成都传媒集团与红河传媒集团已经分拆。当时由于报业和广电分属不同的部门管理且各自的小日子都不错,整合殊为不易。而到了2018年及之后,在经历了若干年痛苦的经营业绩下滑的巨大压力后,辽宁等省份的地市纷纷整合当地的传媒资源而成立传媒集团,其中典型的代表有大连新闻传媒集团、绍兴传媒集团和珠海传媒集团等。当然,整合资源成立集团容易,但是做好集团殊为不易,要真正做优做强新成立的传媒集团,需要把握如下五大关键点。

  实质性融合而不是形式化捏合。整合传媒资源成立传媒集团的目的是盘活传媒资源,发挥不同类型传媒资源的协同效应和规模效应,进而做优做强传媒集团。成立传媒集团只是万里长征的第一步,要真正达到“1+1大于2”的效果,就必须在观念、管理层、组织架构、业务流程等方面进行系统的、全方位的、彻底的有机融合,真正实现“心往一处想,劲往一处使”“人才通盘使用,业务因客户而设”,而不能仅仅是挂牌了事。例如,当年成都传媒集团整合成功的关键是整个集团协同使用人才,把市场化、能力强的人才放到关键岗位上。但是在实际运作中,一些传媒集团依然只是形式上的捏合,只是在集团层面成立了管理层,报社和广播电视台还是按照之前的套路运作,各干各的,观念、人才、业务等方面并没有真正实现整合,自然就难以达到整合的目的。如,有的传媒集团成立之后,报业和广电依然是“各回各家、各找各妈”,平常鸡犬之声相闻而老死不相往来。

  实现人才队伍的精干高效,轻装上阵。传媒业的竞争强度已经大幅度提高,而以传统媒体资源整合为主体成立的传媒集团困难重重,一方面相较于新的竞争格局,员工队伍老化、能力不足、冗员多,有些传媒集团的人员若减少三分之一甚至一半后,其效率会更高;另一方面经营收入断崖式下滑而导致生存困难,有些地方尤其是经济相对落后地区的传媒单位发薪都成问题。毋庸置疑,传媒业竞争和发展的关键在于人才,整合后的传媒集团只有具备了一支精干高效的人才队伍才能真正实现转型升级,而这就需要当地政府拿出充足的资金来托底,帮助整合重组后的传媒集团实现人才队伍的精干高效。但是在实践中,一些重组整合后的传媒集团根本没有触及人才队伍精简这块“硬骨头”,尤其是一些当地政府只是想把传媒资源简单地拢在一块儿,目的是变相降低成本,这导致成立后的传媒集团生存都困难重重,转型和发展更谈不上。

  按照智媒体的要求重构传媒资源。在大数据、人工智能等技术的驱动下,智媒体不仅是大势所趋,而且是必由之路,在这种情况下,就要以用户为中心、以技术为驱动、以业务流程重构为抓手,实现彻彻底底的智媒体转型升级,这就要求按照智媒体的要求和流程来重新配置资源和重构既有的采编流程,不仅要打破旧有的报业和广电业务之间的界限,更要打破旧有的报纸和广电的采编流程,这些工作要打破既有的工作习惯、路径依赖和利益格局,会面临很大的观念阻碍和现实压力。在实践中,一些重组后的传媒集团的管理层对智媒体的认识极为表面化,更没有决心和魄力推动业务和流程的彻底重构和优化。

  充分发挥制度优势,以“三智”为升级方向。对于重组后的传媒集团来说,单靠媒体业务不可能重构商业模式和盈利模式,除非当地政府给予充足的财政资金支持,否则传媒集团难以自我造血。对于地市级传媒集团来说,只有充分发挥体制性优势,充分抓住当地智慧政务、政府数据公开、智慧城市建设等重大机遇,拿到尽可能多的稀缺资源,成为当地治理体系和治理能力现代化的核心抓手。具体实现路径就是“三智”,即“智慧媒体+智慧政务+智慧城市”。但是很多地市级传媒集团成立后,仍然跳不出既有的路径,依然是旧新闻媒体谈转型升级,而不是“跳出传媒看转型”,更谈不上利用制度性优势获取稀缺资源,进而实现“三智”化转型。

大幅度提升市场化能力。地市级传媒集团的核心职能是服务好党和政府的中心工作,一方面要打造影响力强大的现代传播能力;另一方面积极进入经济主战场,成为经济建设的重要力量。要真正服务好党和政府的中心工作,就必须以市场化能力为前提。无论是纯粹的商业市场还是政务市场,其本质都是市场,都要求服务效果好,都需要极强的市场化能力作支撑。而毫无疑问的是,当下很多地市级媒体的市场化能力堪忧,而且近些年来又有不断弱化的趋势,尤其是观念上存在畏难、偷懒的情绪,一味希望当地党委和政府“包养”自身,而不愿意在激烈竞争的市场大潮中去磨砺能力,通过市场公平竞争来获取政府服务外包订单,通过提升服务能力来赢得商业客户的认可和尊重。
